I nearly shit myself with shocked laughter when I discovered this. Apparently it's for tourism info. Adjacent is another phone with info in Korean. There was also a 3rd phone, for E.T. I suppose... I cannot remember otherwise, nor figure out which group wouldn't be included in the foreigner-or-Korean classifiction system. On second thought, perhaps it was for Japanese because the text you see written here is in English and Chinese.

I guess it's a good time to say that this phone was just outside Gyeonbokgung Palace (?????, right about where the Japanese Governor-General's office was located until it's proper removal began in 1995.
